4 Obstacles In Push To Revitalize The Los Angeles River

The Los Angeles River has become the focus of a plan that aims to turn 51 miles of waterway into parks, trails and mixed-use development, but the plan faces regulatory and zoning hurdles. Land Use attorney Doug Praw says one obstacle could be financing because it's unclear where the money will come from. He says there are individual people financing smaller parts and there will be some federal funding.

"The U.S. Army Corps is picking up some of the funding for the revitalization plan," Mr. Praw said.
