Holland & Knight Names New Leaders of Government Contracts Practice

WASHINGTON (March 17, 2015) – Holland & Knight announced today that David Black and Robert Tompkins have been named the co-leaders of its Chambers-ranked national government contracts practice. Mr. Black and Mr. Tompkins are partners in the firm's Northern Virginia and Washington, D.C., offices, respectively.

He noted that in 2014, in addition to Mr. Tompkins, Mary Beth Bosco and Elizabeth Gill joined the practice as partner and senior counsel, respectively, in Washington, and that the practice intends to expand further in the coming year.

Recognized by Chambers USA since 2011, Mr. Black's practice includes counseling contractors on a wide variety of procurement, contract performance, compliance and regulatory issues, representing contractors in protests, claims under the Contract Disputes Act and prime-sub disputes, responding to government investigations and audits and False Claims Act matters, and handling terminations, changes and requests for equitable adjustment. He is a past president of the Boards of Contract Appeals Bar Association and the Tysons Corner chapter of the National Contract Management Association.

Recently named a Government Contracts MVP by Law360, Mr. Tompkins provides strategic advice and counsel to government contractors, their management and investors with respect to government contract protests and disputes, government investigations and related proceedings such as suspension and debarment, mergers and acquisitions, and matters related to the U.S. Small Business Administration government contracting programs, as well as general counseling.
