Keith Wiener Appointed to the Transportation Research Board's DBE Standing Committee

ATLANTA (June 18, 2014) – Holland & Knight is pleased to announce Keith Wiener, leader of the firm's State and Local Government Procurement and Government Representation Teams, has been appointed to the Transportation Research Board's (TRB) Disadvantaged Business Enterprises Standing Committee. The TRB, which was established in 1920, is one of six major divisions of the National Academy of Sciences National Research Council, a private, nonprofit institution that is the principal operating agency of the National Academies in providing services to the government, the public, and the scientific and engineering communities.

The Disadvantaged Business Enterprises Committee serves as an open forum for all parties involved in Disadvantaged Business Enterprises/Women's Business Enterprises/Minority Business Enterprises issues in transportation. It promotes transportation innovation and progress by seeking and disseminating information on successful and beneficial strategies associated with administration, implementation and achievement of the objectives of these programs.

Mr. Wiener practices in the areas of government law, government contracts and procurement, public transportation, public-private partnerships, government relations, affirmative action, disparity studies, MBE/WBE/DBE/ACDBE/SBE/SBA/EBO programs, civil rights, 49 CFR Part 26, 49 CFR Part 23, Federal DBE/ACDBE program, construction, administrative and regulatory law, land use and zoning, public finance and public policy litigation. He is consistently recognized a leading attorney in municipal law by The Best Lawyers in America.

Mr. Wiener is well known for his knowledge of government contracts and procurement, federal, state and local DBE/ACDBE/MBE/WBE/SBE programs and legislation, affirmative action and disparity studies and frequently presents on those topics to national audiences. In 2013, he authored an article for the National Contract Management Association entitled, "Complying with the Federal Disadvantaged Business Enterprise Program: Guidance from a Recent Major Court Decision." Mr. Wiener was the lead legal consultant for the California Department of Transportation disparity study, which was the subject of the article and decision, and he provided litigation support for the case.
