During his campaign, Donald Trump made promises to bring back the coal mining industry, but skeptical industry members have said that there is too much uncertainty to invest in greenfield coal, even with potential federal incentives. Attorney Stephen Humes noted that campaign promises to coal country are easy to make but hard to balance with the laws of economics.

"At the end of the day, people prefer to pay the least cost for energy possible," said Mr. Humes, citing the downward price pressure on energy markets from fracking and natural gas as a tough challenge for coal.
