F. Alvin Taylor is an attorney in Holland & Knight's Washington, D.C., office. He primarily represents clients in regulatory and transactional energy matters, including proceedings and rulemakings before the Federal Energy Regulatory Commission (FERC) and various state utility commissions.

Mr. Taylor has extensive experience in negotiating power purchase, interconnection and transmission agreements, as well as obtaining required regulatory approvals from FERC and other commissions. In addition, he manages the negotiation and, when necessary, the litigation of wholesale and retail electric rates and other tariff issues. Mr. Taylor also counsels clients on matters within regional transmission organizations and on reliability standards issues, including registration and compliance matters. He has also performed due diligence reviews for the acquisition of generating facilities and vertically integrated and transmission-only utilities.

Having provided strategic and regulatory advice to a broad range of energy utilities and end-users, including rural electric cooperatives, industrial organizations, large industrial consumers, joint action agencies, generation and transmission utilities, power marketers, independent power producers, financial institutions and qualifying facilities, Mr. Taylor is able to provide valuable insights into the many complex issues currently facing the electric power industry.
