Andrew H. Emerson is a Washington, D.C., attorney and member of Holland & Knight's Public Policy & Regulation Group. He focuses his practice in the areas of environmental, political and nonprofit law.

Mr. Emerson has counseled real estate, manufacturing and transportation clients with respect to compliance with environmental regulatory requirements under the Clean Water Act (CWA); Clean Air Act; Resource Conservation and Recovery Act (RCRA); Comprehensive Environmental Response, Compensation and Liability Act (CERCLA); Federal Insecticide, Fungicide and Rodenticide Act (FIFRA); Toxic Substances Control Act (TSCA); and state laws.

Mr. Emerson has successfully resolved enforcement actions related to violations of environmental laws and spills. He is well-versed in matters related to various spills and management of petroleum products and hazardous materials, such as asbestos, lead-based paint and pesticides.

In addition, Mr. Emerson provides broad oversight of client implementation of Environmental, Health and Safety (EHS) compliance programs. He regularly advises multifamily housing developers and managers regarding compliance with these laws and regulations. Mr. Emerson also is highly experienced in environmental due diligence related to corporate mergers and acquisitions.

As a former congressional staff member and lobbyist, Mr. Emerson has firsthand experience working on Capitol Hill. He assists clients in developing strategies regarding compliance with the rules and regulations governing political activity and lobbying at the federal, state and local levels. He advises political law clients on lobbying, campaign finance and pay-to-play compliance issues related to the Federal Election Campaign Act (FECA), the Lobbying Disclosure Act (LDA), House and Senate gift and travel rules, as well as related state and local laws. Mr. Emerson's political law clients include individuals, corporations, trade associations, political action committees (PACs) and nonprofit entities.

Mr. Emerson has particular experience establishing and advising lobbying coalitions, nonprofit advocacy groups, educational foundations and other charitable groups operating at the nexus between federal, state and local political and tax laws. He has assisted in the representation of clients before the Office of Congressional Ethics (OCE), House and Senate Ethics Committees, the Federal Election Commission (FEC), and the Internal Revenue Service (IRS). Mr. Emerson provides regulatory commentary on these issues for the firm's Political Law blog.

Prior to joining Holland & Knight, Mr. Emerson worked as a legislative aide to former U.S. Rep. Charles F. Bass, R-N.H. In that capacity, he advised the Congressman on issues related to national defense, foreign policy, veterans and telecommunications issues. Subsequently, Mr. Emerson represented clients engaged in higher education, the expansion of energy transmission infrastructure and the development of renewable energy technologies. During law school, he served as a judicial intern to Judge Sally Adkins of the Maryland Court of Appeals. Mr. Emerson also was a notes editor for the Journal of Energy and Environmental Law and a Bryce Harlow Fellow for Public Policy Advocacy. 

In addition to his legal and legislative work experience, Mr. Emerson previously served as a Captain in U.S. Army. In that capacity, he responded to natural disasters as a member of the New Hampshire National Guard and was awarded the Meritorious Service Medal for his efforts while deployed to the Middle East in support of Operation New Dawn in 2010.
