Richard G. Liskov is an attorney in Holland & Knight's New York office whose practice includes insurance regulatory, transactional and litigation matters. He counsels corporate and banking clients on regulatory and coverage issues, as well as advising and representing insurers and intermediaries.

Prior to entering private practice, Mr. Liskov served as deputy superintendent and general counsel of the New York State Insurance Department and as a New York assistant attorney general, focusing on matters involving the Insurance Department, including service as litigation deputy chief.

Mr. Liskov's representative matters include:

  • advised a major investment bank and a leading hedge fund on regulations affecting the acquisition of major life and annuity insurers
  • advised major title insurers on state regulation
  • advised a major investment bank and a leading hedge fund on insurance regulation
  • represented a major national insurer in obtaining decertification of a statewide class action concerning property insurance claims
  • represented a major national insurer in a suit by the Brooklyn Borough President against the New York Insurance Department as to access to confidential proprietary data
  • advised the largest stakeholder in the Conseco reorganization as to obtaining multiple state approvals for acquisition of control of Conseco's insurance subsidiaries
  • advised MasterCard on various insurance regulatory matters

Mr. Liskov is also a lecturer-in-law and adjunct faculty member of Columbia Law School where he teaches a seminar on U.S. insurance regulation.
