CHICAGO (December 11, 2012) — Holland & Knight is pleased to announce its appointment as the General Counsel to the Council of Great Lakes Governors, the agency charged with encouraging and facilitating environmentally responsible growth through a cooperative effort between public and private sectors among the seven Great Lakes States and the Canadian Provinces of Ontario and Quebec. The appointment was confirmed by the Compact Council and the Regional Body at their respective meetings on December 7, 2012.
The Council of Great Lakes Governors also serves as Secretariat to the Great Lakes-St. Lawrence River Basin Water Resources Compact, an interstate compact between the seven states surrounding the Great Lakes and the St. Lawrence River.
Steven Elrod, Executive Partner of Holland & Knight's Chicago office, will be primarily responsible for the Council's legal work, along with Chicago office attorneys Barbara Adams and Hart Passman. Elrod's team will work directly with the firm's National Water Law Team, chaired by partner Roger Sims in Orlando, Fla.

The Holland & Knight team will provide general counsel legal services, including advice and consultation on rules and procedures, and Council meetings, and will also assist the Council of Great Lakes Governors in the event of any request to divert water from any portion of the Great Lakes basin.
