Holland & Knight Adds Public Finance Attorney Luisella "Sella" Perri in Washington, D.C.
WASHINGTON (April 26, 2021) – Public finance attorney Luisella "Sella" Perri has joined Holland & Knight as a partner in the firm's Washington, D.C., office. Ms. Perri concentrates her practice on federal tax laws and regulations related to tax-exempt financings. Previously, she was a partner at Miles & Stockbridge.
Ms. Perri has served as bond counsel for a wide variety of public finance transactions, including the issuance of tax-exempt, fixed and variable rate bonds, advance and current refundings, leases and installment purchase agreements. She advises clients on issues related to private use, reissuances, exempt facility qualification and financing, and arbitrage and counsels them on a variety of post-issuance compliance issues including IRS audit and review activities. Ms. Perri has broad experience in conduit 501(c)(3) and governmental tax-exempt financing transactions. She also represents commercial lending institutions, developers and investors in various financing and leasing projects, including public-private partnership transactions.

Ms. Perri is a member of the National Association of Bond Lawyers (NABL) Tax Committee and vice chair of the organization's Section 103 editorial board, which oversees the publication of the Federal Taxation of Municipal Bonds Deskbook. She also speaks frequently at NABL conferences. Ms. Perri was selected for inclusion in the 2021 Best Lawyers in America in the areas of public finance and tax law. Recently, she was one of 52 individuals chosen for the Class of 2021 Leadership Maryland, an eight-month professional development program dedicated to building a better Maryland by harnessing the strength of local business and community leaders.
Ms. Perri received an LL.M. degree in taxation from Georgetown University Law Center, a J.D. degree from the University of Baltimore and a B.S. degree from Guilford College. She is licensed to practice in the District of Columbia and Maryland.
