Devin Barrett is a public affairs advisor in Holland & Knight's Washington, D.C. office. Ms. Barrett provides strategic advice and perspective on a range of issues, including financial services, healthcare, agriculture and trade.
Prior to joining Holland & Knight, Ms. Barrett worked for Sen. James M. Inhofe (R-Okla.), serving as a legislative assistant on matters before the Senate Committee on Small Business and Enterprise during the development of the Paycheck Protection Program (PPP) and various COVID-19-related programs. She was also responsible for advising the senator on issues related to healthcare, education, labor, pensions, Native American affairs, agriculture, trade, appropriations and budget. Through this work, Ms. Barrett developed legislation on issues impacting the agriculture industry and advised constituents on the guidelines of newly established COVID-19-related federal programs.
In addition, Ms. Barrett gained experience and developed working relationships with various federal agencies, including the U.S. Small Business Administration (SBA), U.S. Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), U.S. Department of Education, U.S. Department of Agriculture (USDA), U.S. Trade Representative and U.S. Department of the Treasury.
Ms. Barrett also assisted the senator on issues related to the Senate Committee on Commerce, Science and Transportation, including telecommunications, fisheries and transportation policy as well as advocating for funding of aviation workforce development and the support of general aviation priorities in the Federal Aviation Administration (FAA) Reauthorization Act of 2018 (P.L. 115-254).
