Paul S. Bock is a partner in Holland & Knight's Washington, D.C., office and a member of the firm's Public Policy & Regulation Group. As the firm's senior liaison to the U.S. Senate's Democratic leadership and caucus, Mr. Bock brings more than 20 years of experience working with key Senate decision-makers, including lawmakers, senior staff members and interest groups involved in public policy. Mr. Bock has developed and executed legislative, regulatory and political strategies for a wide range of clients, including corporations, trade associations and nonprofit organizations across several industries, such as financial services, transportation, healthcare, telecommunications and energy, among others.
Mr. Bock has helped clients navigate procedural and policy complexities on issues ranging from Dodd-Frank and GSE reform in the Senate Committee on Banking, Housing, and Urban Affairs, to tax reform and trade issues in the Committee on Finance. He also has assisted clients with transportation issues in the Committee on Commerce, Science and Transportation, as well as antitrust and immigration issues before the Committee on the Judiciary. Mr. Bock is committed to working extensively with Senate Democratic leadership to ensure that clients have key information and reach the right decision-makers at the right time.
Mr. Bock has used his experience and relationships to help many clients achieve their legislative, regulatory and political goals. For example, when a major banking trade association faced repeated federal tax increases on its products, Mr. Bock helped persuade 60 Senators to block the "tax on mortgages." Similarly, when a large railroad sought to have an investment tax incentive extended, Mr. Bock helped gain support from most of the Democratic caucus and the tax provision was extended. Additionally, when a large trade association sought an unprecedented Congressional Review Act reversal of a U.S. Department of Agriculture regulation, Mr. Bock worked to convince dozens of Democratic senators and the legislation passed the Senate.
In addition to his work for corporations and trade associations, Mr. Bock has represented numerous sovereign countries, such as Taiwan and South Korea, on a issues involving military sales, energy, tourism and trade.
Central to Mr. Bock's practice is his role in leading the Holland & Knight Committee for Effective Government, the firm's federal political action committee (PAC), which, in recent election cycles, ranked among the top three law firms in the total amount of contributions given to candidates. Mr. Bock crafts strategies for Senate Democratic caucus fundraising and helps leverage the PAC's resources for firm clients.
Prior to joining Holland & Knight, Mr. Bock served as legal counsel and political consultant to a wide range of business interests. As vice president of Capitol Hill Strategies LLC, he was responsible for planning and implementing legislative strategies for numerous corporate and governmental clients. He assisted Fortune 500 companies in the telecommunications, banking, financial services and pharmaceutical industries, among other business sectors.
As chief of staff for Sen. Herb Kohl (D-Wis.) for 12 years (1997-2009), Mr. Bock was responsible for formulating and implementing the senator's legislative agenda through the creation of effective bipartisan coalitions with members of the Senate, U.S. House of Representatives and the administration, along with outside interest groups. While serving as Kohl's chief of staff, Mr. Bock was effective at developing networks of government contacts, bringing together members of both parties to address a range of policy topics.
In addition, Mr. Bock worked to bring his staff colleagues together. For five years, he was the host of a weekly meeting with Democratic chiefs of staff and Senate leadership, and he worked across the aisle to co-found the Bipartisan Chiefs of Staff Association. Recently, he helped formed an association of current and former Democratic chiefs of staff that regularly gathers on Capitol Hill.
Prior to becoming Kohl's chief of staff, Mr. Bock served as counsel on the Senate Judiciary Committee's Subcommittee on Terrorism, Technology and Government Information. Mr. Bock's previous experience also includes working as an attorney at another law firm in its Washington, D.C., office for three years, where he handled diverse legal and legislative issues in the areas of litigation and government affairs. Mr. Bock served as a law clerk to U.S. District Judge Oliver Wanger in the Eastern District of California.
