Jessica Bloomfield is an attorney in Holland & Knight's Washington, D.C., office and a member of the firm's Land Use and Government Team. Ms. Bloomfield's work focuses on obtaining approvals for planned unit developments (PUDs), zoning map amendments and campus plans from the District of Columbia Zoning Commission; obtaining variance and special exception approvals from the District of Columbia Board of Zoning Adjustment; achieving chancery approvals from the Foreign Missions Board of Zoning Adjustment; and securing public space approvals from the District Department of Transportation Public Space Committee. 

Ms. Bloomfield also has experience working with the D.C. Council and various District agencies to close streets and alleys, negotiating with the Office of Planning through the Large Tract Review process, and drafting agreements and covenants for development approvals. She represents developers throughout the District on mixed-use, mixed-income and transit-oriented developments with residential, office, retail and/or institutional uses. Her work routinely involves coordinating tasks with architects, transportation engineers, and other project consultants, and engaging community stakeholders.

In addition to being a member of various industry associations, Ms. Bloomfield frequently attends Real Estate Group events. She holds a master's degree in Community and Regional Planning from the University of Oregon School of Planning, Public Policy and Management, as well as a bachelor's degree in Architecture from Tufts University.

Prior to joining Holland & Knight, Ms. Bloomfield worked in the public sector, focusing on issues related to land use and transportation planning, sustainable development and environmental regulation.
