FCC Online Video Plan Would Test Old Rules' Flexibility

The FCC has recently focused discussions on how it should regulate online video distribution under rules that predate the current digital marketplace. The FCC's proposed rule seeks to expand the definition of a multichannel video programming distributor (MVPDs) to include online video providers that offer multiple channels of pre-scheduled programming to subscribers.

"The benefit would be potentially more competition in the distribution of live linear video programming," said Communications attorney Charles Naftalin. "Right now, that market is dominated by a small number of very large companies."
