Employee Complaints Drive Store Inspections More Than in Other Industries, Data Show

According to records from the Occupational Safety and Health Administration, employee complaints are the main reason the federal agency inspects retail stores. While some believe that such complaints come from labor organizing efforts, attorney Howard Sokol disagrees.

Mr. Sokol said that with inspections so widespread and union membership so low in retail stores, union efforts are unlikely to be behind many inspections.
