Although it is debatable about proper role of state and local governments regarding immigration enforcement, Congress can continue to make progress towards immigration reform by passing legislation for state-by-state solutions. It is apparent that various parts of the country feel differently about immigration despite the fact that other approaches to immigration reform have failed.
