Trump EPA Ends Emissions Limits for U.S. Automakers; State Rules, Lawsuits Could Follow

Environmental attorney Matthew Leopold was quoted in a Reuters article reporting on the effects of the U.S. Environmental Protection Agency's (EPA) decision to finalize a repeal of its 2009 "endangerment finding," the legal basis for federal regulation of greenhouse gas emissions under the Clean Air Act. The article noted the change could lift federal tailpipe emissions limits for automakers but may prompt lawsuits and could lead to a patchwork of state and regional rules. Mr. Leopold emphasized that the implications of the Trump Administration's move extend beyond autos because the finding underlies EPA greenhouse gas regulation across multiple industries.

"While this initial rulemaking is focused on motor vehicle regulation, it will have ripple effects on other EPA programs as well. It's the foundation of all EPA greenhouse gas regulation in all sectors," he said.
