Overview
Aaron Aber is an environmental attorney in Holland & Knight's Washington, D.C., office. Mr. Aber focuses on environmental regulatory, compliance and transactional matters.
Mr. Aber has experience advising clients in the energy, electric utility, transportation and timber sectors on compliance with numerous federal and state environmental laws, including the Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and equivalent state laws. He has counseled clients on responding to agency information requests and notices of violation, as well as assisted with defending clients in administrative and civil environmental enforcement proceedings.
Mr. Aber has helped shepherd offshore wind, highway and other infrastructure projects through review and consultation under the National Environmental Policy Act (NEPA), Section 7 of the Endangered Species Act (ESA), Section 4(f) of the U.S. Department of Transportation Act, Section 6(f) of the Land and Water Conservation Fund Act, Section 106 of the National Historic Preservation Act (NHPA) and Coastal Zone Management Act (CZMA). He has also helped challenge and defend agency permitting and approval decisions in litigation.
Mr. Aber has also conducted environmental due diligence for developers, buyers and lenders of residential, commercial and industrial properties. Additionally, he has assisted with federal CAA, CWA and ESA citizen suit litigation.
Mr. Aber maintains a pro bono practice focused on expanding access to environmental justice legal services.
Prior to joining Holland & Knight, Mr. Aber worked as an environmental attorney in the Washington, D.C., office of an AmLaw 100 firm and a boutique environmental law firm in New York City. Before entering private practice, he helped manage 501(c)(6) trade associations, representing companies in the renewable energy space.
