Overview

Willie J. Biddings is an attorney in Holland & Knight's Boston office and a member of the firm's Tax Credit & Community Development Finance Practice. Mr. Biddings has extensive experience structuring and closing sophisticated multi-investor and proprietary funds that allocate federal and state low-income housing tax credits (LIHTC), as well as other state and federal tax credits. Throughout his tenure at Holland & Knight, he has served as trusted counsel to several prominent tax credit syndicator clients and played an instrumental role in closing hundreds of partners and members into numerous multi-investor funds – representing aggregate capital commitments by institutional investors exceeding $8.5 billion – in addition to closing dozens of proprietary funds.

Additionally, Mr. Biddings represents clients providing equity for the development of affordable housing projects eligible for federal low-income housing tax credits, state tax credits, historic rehabilitation tax credits and energy tax credits.

Mr. Biddings also advises tax credit syndicator clients on complex fund-level matters, including the acquisition of bridge credit facilities, as well as facilitating partnership interest transfers, and on the due diligence related to corporate acquisitions. He has also represented major institutional lenders, including national banks, in connection with affordable housing construction lending.

While in law school, Mr. Biddings demonstrated his commitment to public service through the Connecticut Urban Legal Initiative, where he conducted comprehensive state tax law research, drafted incorporation documents and amended bylaws for local housing authorities. He further developed his legal acumen through an internship with the U.S. Bankruptcy Court for the District of Massachusetts.

Prior to his legal career, Mr. Biddings gained six years of valuable experience at a major national bank, where he held various roles and gained experience with unsecured lending, secured lending on personal property and real estate finance. This banking background provides him with distinctive insight into lender perspectives and financing structures.
