Overview

Emma Manetta is a legislative assistant in Holland & Knight's Washington, D.C., office and a member of the Federal Government Affairs Practice and Native American Law Team. Ms. Manetta offers support in federal policy, regulatory and legislative issues affecting Native American communities.

Ms. Manetta holds experience in policy matters involving data sovereignty, repatriation, the Missing and Murdered Indigenous Relatives (MMIR) epidemic, higher education, water and renewable energy. She brings additional experience in policy development, legal analysis and regulatory research to help shape advocacy strategies and practical public policy solutions.

Prior to joining Holland & Knight, Ms. Manetta advanced California policy initiatives focused on Tribal engagement, repatriation compliance and MMIR-related education. Her work included two resolutions adopted as statewide policy requiring Native American Graves Protection and Repatriation Act (NAGPRA) committees, Tribal liaisons and faculty training across California community colleges.

Additionally, Ms. Manetta supported repatriation initiatives for California Tribal Historic Preservation Officers through the Getty Marrow Undergraduate Internship Program, where she was twice selected to serve as a conservation intern. Her research background includes Indigenous student success initiatives, legal plurality and MMIR policy issues. As a Figge Fellow at Georgetown University, Ms. Manetta authored a comparative analysis on Indigenous student success in higher education, received the Exemplary Achievement Award from the Honors Transfer Council of California Community Colleges and presented related research at the Western Regional Honors Conference.
