Overview

Lucille L. Marvin is an attorney in Holland & Knight's Washington, D.C., office and a member of the Public Policy & Regulation Group. Ms. Marvin helps transportation, logistics and maritime clients turn federal policy and regulatory complexity into clear, actionable strategies and outcomes.

Ms. Marvin brings senior leadership experience from across Capitol Hill and independent federal agencies to advise executives and boards on high-stakes issues that affect supply chains, competition and national economic competitiveness.

Prior to joining Holland & Knight, Ms. Marvin built and led the first government affairs program for a national trade association representing more than 1,000 intermodal freight companies. In that role, she directed federal advocacy strategy, issue prioritization and coalition engagement – positioning the organization as a trusted resource for the U.S. Congress, federal agencies and industry stakeholders.

Previously, Ms. Marvin was the managing director of the Federal Maritime Commission (FMC), serving as the commission's principal strategic advisor and leading regulatory policy, enforcement and agency operations. She strengthened oversight and industry engagement, modernized administrative functions, rebuilt the FMC's enforcement program and helped secure a $10 million funding increase.

Ms. Marvin also served in a senior role at the Surface Transportation Board, leading government and stakeholder engagement, legislative strategy and dispute resolution initiatives across the rail and ocean shipping sectors. In addition, she served as a legislative assistant to Rep. Mark Udall (D-Colo.) and a congressional aide for Rep. David Skaggs (D-Colo.).

Not admitted to District of Columbia Bar; admitted to New York Bar only and practicing under supervision of lawyers licensed to practice in District of Columbia.

Representative Experience

  • Built and led a national trade association's first government affairs program, directing advocacy strategy, issue prioritization and coalition development for the intermodal freight industry
  • Advised executive leadership and board of directors on legislative, regulatory and political strategy affecting freight mobility, infrastructure investment and supply chain resilience
  • Prepared testimony and executive witnesses and delivered high-impact advocacy materials for congressional and agency engagement

  • Led regulatory policy, enforcement and operations for an independent federal agency overseeing competition in U.S.-international ocean shipping
  • Rebuilt an enforcement program and increased collections of civil penalties and settlements from $0 in fiscal year 2021 to $24 million in fiscal year 2026
  • Coordinated bipartisan outreach to Congress and interagency partners, as well as developed and defended budget requests, resulting in a $10 million funding increase
  • Created a novel industry engagement program to increase regulatory compliance and raise agency profile

  • Expanded agency legislative, federal interagency and state government affairs activity
  • Managed the confirmation process for agency nominees and congressional hearing strategy for leadership
  • Launched an informal dispute resolution and information services program to promptly resolve commercial disputes to keep rail cargo moving
