Liam C. McEnroe

Overview
Liam C. McEnroe is a Washington, D.C., public affairs advisor and member of Holland & Knight's Public Policy & Regulation Group. Mr. McEnroe brings a wealth of experience in transportation, appropriations and other legislative policy areas to support strategic development and implementation on behalf of clients. He is well versed in passenger rail, surface transportation, aviation and transit policy.
Prior to joining Holland & Knight, Mr. McEnroe spent more than six years in the U.S. Senate, working on a variety of issues on behalf of Sen. Chris Murphy (D-Conn.). During that time, he gained experience working on federal transportation and grants policy with a focus on passenger rail and coordinated the Senate's Northeast Corridor staff working group. Mr. McEnroe worked extensively on appropriations, helping to secure significant funding wins for Connecticut.
In his work on the implementation of the Infrastructure Investment and Jobs Act (IIJA), Mr. McEnroe helped drive billions of dollars in rail infrastructure funding at the state level. Additionally, he has a deep understanding of the Senate Congressionally Directed Spending (CDS) process, having led the senator's efforts on multiple appropriations subcommittee bills, including those for the Senate Committee on Appropriations' Subcommittee on Transportation, Housing and Urban Development, and Related Agencies.
