Overview

Andrew J. Siracuse is an attorney in Holland & Knight's Washington, D.C., office and a member of the Public Policy & Regulation Group. Mr. Siracuse focuses his practice on assisting clients with tax policy matters.

Mr. Siracuse brings more than 25 years of experience navigating the legislative and rulemaking process to advance policies in a variety of sectors, including energy, technology, manufacturing, private equity and financial services. He has extensive knowledge in taxation, appropriations, banking, budget, retirement, pensions, economics and U.S. Senate procedure.

Prior to joining Holland & Knight, Mr. Siracuse was a senior tax counsel for Sen. John Cornyn (R-Texas), a senior member of the Senate Committee on Finance and former Republican Whip. Mr. Siracuse advised the senator on all major tax and budget legislation, including the Pension Protection Act of 2006 (PPA), Tax Relief and Health Care Act of 2006, Emergency Economic Stabilization Act of 2008 (EESA), Budget Control Act of 2011 (BCA), Protecting Americans from Tax Hikes (PATH) Act of 2015, Tax Cuts and Jobs Act of 2017 (TCJA), Coronavirus Aid, Relief, and Economic Security (CARES) Act, Setting Every Community Up for Retirement Enhancement (SECURE) Act, CHIPS and Science Act, and One Big Beautiful Bill (OBBB) Act. His Capitol Hill experience also includes serving as a legislative assistant for Sen. Norm Coleman (R-Minn.), as well as a budget and tax analyst for the U.S. Senate Committee on the Budget. In 2024, Punchbowl News recognized Mr. Siracuse as one of the longest-serving tax aides among Finance Committee Republicans.

Mr. Siracuse began his career as a research assistant with the National Commission on Restructuring the Internal Revenue Service, where he assisted in the development of a reform plan enacted into law in July 1998.
