Homeland Security's Home Could Come at High Price

Attorney Robert MacKichan wrote an article for Washington Business Journal on Congress' debate over the final version of legislation which will create the Department of Homeland Security. Mr. MacKichan discusses how the current debate does not focus on a important issue, how will Congress pay for the department's headquarters facility. The proposed facility will require about 2.2 million square feet on more than 100 acres at a cost of roughly $800 million.
