Mr. Hill explained how the web of laws, including the National Environmental Policy Act (NEPA) and Federal Land Policy and Management Act (FLPMA), that govern federal land use contribute to lengthy approval processes.

"These things don't take so long because someone is working on it for two years, it's because someone on the field-level works for six weeks, then it sits on various people's desks for two years, waiting for them to review it," he said.
