New Transshipment Limits Could Bring Confusion, Enforcement Hurdles

Inside Trade
International Trade attorney Ronald Oleynik was quoted in an Inside Trade article about the Trump Administration's new approach to transshipment as part of recent U.S. tariff policy. The article examined how expanded rules of origin, designed to target Chinese and other non-market economy content in supply chains, are creating confusion and enforcement challenges for importers. Mr. Oleynik commented on how the changes are affecting companies and shipping operations.

"Here the U.S. government is changing the definition of transshipment and substantial transformation," he said. He also cautioned that these shifts will likely result in "more difficulty, more confusion, more questions from Customs, more held-up goods," adding further complexity for businesses navigating compliance.
