Holland & Knight Advises ICBC, Panama Branch on the Establishment of U.S. Commercial Paper Program

NEW YORK (September 24, 2025) – Holland & Knight advised Industrial and Commercial Bank of China Limited (ICBC), acting through its Panama Branch, on the establishment of its commercial paper program in the United States.

The commercial paper program allows the bank to issue short-term promissory notes with maturities of up to 364 days. The notes are offered in reliance on an exemption from registration under Section 4(a)(2) of the Securities Act of 1933.

Industrial and Commercial Bank of China Limited is one of the world's largest commercial banks. Its Panama Branch, established in 2020, was the first branch of a Chinese bank in Panama and serves as an important hub for trade and financial services between China and Latin America.
