Overview

Sean R. Belanger is an attorney in Holland & Knight's Washington, D.C., office and a member of the firm's Litigation and Dispute Resolution Practice. Mr. Belanger focuses his practice on government contract protests and disputes, suspension and debarment proceedings, and government investigations.

In addition to his litigation and investigations practice, Mr. Belanger represents clients in government contracts transactions, and is experienced in reviewing purchase agreements and conducting due diligence for government contractors engaged in mergers and acquisitions (M&A). He also counsels prime contractors and subcontractors on a variety of matters in federal government contracting, including regulatory compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).

Prior to joining Holland & Knight, Mr. Belanger clerked for the Honorable Eleni M. Roumel during her tenure as chief judge of the U.S. Court of Federal Claims. In this role, Mr. Belanger worked on a wide spectrum of matters, including litigation related to the Affordable Care Act (ACA) and Contract Disputes Act (CDA) as well as penalties brought under the Bank Secrecy Act (BSA), whistleblower awards, bid protests, patent disputes for products procured under the U.S. Department of Defense's (DOD) Other Transaction Authority (OTA) and claims against the government related to the storage of spent nuclear fuel litigation.

Prior to his clerkship, Mr. Belanger worked as agency counsel at the U.S. Office of Personnel Management (OPM) Office of the General Counsel (OGC). As agency counsel, Mr. Belanger litigated claims before the Civilian Board of Contract Appeals (CBCA). He also advised the agency on contract terminations and pre-award processes, and assisted the U.S. Department of Justice (DOJ) and OPM's Office of Inspector General (OIG) with fraud investigations. As an interagency suspension and debarment committee member, Mr. Belanger regularly advised the agency on matters related to procurement integrity.
