Sydney Lauren Bopp

Sydney Bopp is a senior policy advisor in Holland & Knight's Washington, D.C., office. She helps companies, investors and organizations advance energy, infrastructure and technology priorities at the intersection of federal policy, financing and commercial strategy.

Clients look to Ms. Bopp for strategic guidance on federal funding and finance opportunities, agency engagement and policy developments affecting clean energy, advanced technology, transportation, manufacturing and infrastructure. She brings deep experience advising senior executives and leading high-stakes engagements before the U.S. Department of Energy (DOE), U.S. Department of War (DOW), U.S. Department of Commerce, Export-Import Bank of the United States (EXIM) and other federal agencies.

Prior to rejoining Holland & Knight, Ms. Bopp established and led a federal funding and finance practice at a public affairs firm, where she advised on client engagements that secured more than $23 billion in federal funding.

Previously, Ms. Bopp served as chief of staff at the DOE's Loan Programs Office, where she was a principal advisor to leadership overseeing a $350 billion financing program. In that role, she directed policy development and interagency coordination for major initiatives, including program design for the $250 billion Energy Infrastructure Reinvestment Program. She also served on the DOE's Bipartisan Infrastructure Law core implementation team to establish new programs, including the $25 billion Office of Clean Energy Demonstrations (OCED). In addition, Ms. Bopp held senior roles across the DOE, including in the Office of Energy Efficiency and Renewable Energy, as well as the Office of the Chief Financial Officer.

Earlier in her career, Ms. Bopp served at the White House Council on Environmental Quality, U.S. Department of Transportation and Bipartisan Policy Center, giving her a practical understanding of how federal priorities are developed, funded and implemented.

Prior to federal service, Ms. Bopp served as a legislative aide to the chair of the House Committee on Global Warming and Climate Change in the Massachusetts state legislature. Her work supported the Commonwealth's climate policy efforts that focused on energy development and infrastructure, natural resources and agriculture, transportation, energy efficiency, waste management and emerging technologies.
