Overview

Micah J. Burbanks-Ivey is an attorney in Holland & Knight's Washington, D.C., office and a member of the Public Policy & Regulation Group. Mr. Burbanks-Ivey plays an active role across the National Security & Defense Industry Sector Group, Trade Policy Team, Emerging Technologies Law and Policy Team and Healthcare Team. Mr. Burbanks-Ivey represents clients at the critical intersection of national security, international trade and foreign affairs, with a particular focus on the defense industrial base, cross-border regulatory policy and geopolitical risk.

Mr. Burbanks-Ivey advises U.S. and international clients – including foreign sovereigns, global manufacturers, technology innovators and special interest groups – on how to navigate Capitol Hill, federal agencies and increasingly complex regulatory environments. He develops and implements tailored advocacy strategies to advance client priorities before Congress, the executive branch and independent agencies. His work includes both strategic counsel and direct representation, supporting clients across the full life cycle of government engagement – from identifying opportunities and structuring partnerships to regulatory analysis, risk mitigation and post-award compliance.

Mr. Burbanks-Ivey offers end-to-end government affairs support and has significant experience advising clients on federal funding programs, such as those provided through the CHIPS and Science Act, guiding them from early-stage representation and application strategy to compliance and ongoing advocacy. His work includes identifying and leveraging opportunities within the U.S. government marketplace – particularly at the U.S. Department of Defense (DOD) – and crafting business growth strategies that emphasize product criticality to national security, government operations and the commercial sector. On behalf of clients, Mr. Burbanks-Ivey has drafted and successfully introduced legislation in the U.S. Congress, managing the process from policy design and stakeholder engagement to garnering bicameral support. He brings clients a rare combination of direct legislative authorship, political forecasting and regulatory insight, helping organizations stay ahead of shifting policy landscapes and geopolitical dynamics.

Mr. Burbanks-Ivey is registered under the Lobbying Disclosure Act (LDA) and Foreign Agents Registration Act (FARA), and he regularly advises clients operating in sectors subject to heightened national security, trade and foreign policy scrutiny.

Prior to joining Holland & Knight, Mr. Burbanks-Ivey worked as a policy economist, focusing on macroeconomic trends and federal and state budget policy. He also provided artificial intelligence (AI)-focused consulting, advising clients on the strategic development of large language models and solving complex statistical challenges related to business operations and forecasting. He also served as a law clerk with the U.S. Senate Committee on Banking, Housing and Urban Affairs, supporting oversight efforts on financial services.
