Overview

Kevin Curley is a senior policy advisor in Holland & Knight's Washington, D.C., office. Mr. Curley provides financial and strategic advice to energy and manufacturing companies seeking loans from federal programs that support large-scale domestic and international infrastructure projects.

Mr. Curley has 15 years of experience with federal loan programs, including as an underwriter with the U.S. Department of Energy's (DOE) Office of Energy Dominance Financing (formerly the Loan Programs Office) and as a director in the Office of Structured Finance at the U.S. International Development Finance Corporation (DFC). At DFC, he originated, structured and underwrote more than $1.5 billion in debt financing transactions across developing markets and led multidisciplinary teams in evaluating project and corporate lending opportunities across sectors.

Clients look to Mr. Curley to provide strategic guidance on federal lending programs to finance large-scale energy and infrastructure projects in domestic and emerging markets, under limited-recourse project finance and corporate finance structures. His experience spans solar manufacturing and generation, energy storage, electric vehicle charging, hydrogen production, aviation, critical minerals production, and natural gas and nuclear generation.

Mr. Curley helps clients navigate the federal financing process throughout the entire life cycle – from project scoping and development, structuring and diligence to negotiation and closing – with particular attention to program eligibility requirements and project bankability. He works closely with clients ranging from early-stage startups to publicly traded companies, developing project agreements and negotiating financing terms aligned with each project's capital needs.

Prior to joining Holland & Knight, Mr. Curley was a partner and senior vice president of the funding and finance practice at a public affairs firm.

Representative Experience

  • Helped clients secure conditional commitments and negotiate loan closings with the U.S. Department of Energy's (DOE) Office of Energy Dominance Financing for approximately $20 billion to date; the loans supported a variety of sectors, including solar energy generation, natural gas power plants, transmission, nuclear supply chains and manufacturing
  • Previously served as an underwriter for the DOE's Office of Energy Dominance Financing, underwriting first-of-a-kind technologies across the U.S. energy sector

  • Represented the U.S. International Development Finance Corporation (DFC) as the lead underwriter on a $250 million loan for the construction of a natural gas processing facility in northern Iraq
  • Represented the DFC as the lead underwriter on a $92.3 million loan to a bank in Honduras, with loan proceeds used for on-lending to small and medium-size enterprises, including women-owned businesses
  • Represented DFC as the underwriter for a $250 million loan to a low-cost airline carrier in Brazil, with loan proceeds used to support engine maintenance costs for the airline's short-haul fleet serving its domestic market
  • Represented DFC as the underwriter for a $241 million loan to support the construction of solar power plants in Mexico
