Jeffrey Davis

Jeffrey Davis is a senior policy advisor in Holland & Knight's Washington, D.C., office. Mr. Davis advises healthcare organizations, provider groups, health systems, trade associations and industry stakeholders on complex federal healthcare policy, regulatory and reimbursement challenges.

Drawing on more than 15 years of experience spanning the U.S. Department of Health and Human Services (HHS), a national physician association and healthcare policy consulting, Mr. Davis advises clients and executive teams on evolving Medicare and Medicaid requirements, value-based care initiatives, reimbursement reform, No Surprises Act implementation and the related operational and financial effects of changes to federal healthcare programs.

Mr. Davis guides clients through regulatory response efforts involving Centers for Medicare & Medicaid Services (CMS) rulemaking, federal agency guidance and congressional healthcare initiatives. His work includes developing policy analyses, drafting formal comment letters, coordinating stakeholder engagement strategies and representing client interests in discussions with CMS, HHS and congressional offices.

As a widely recognized voice on healthcare policy and regulatory affairs, Mr. Davis has been quoted and featured in leading national healthcare and policy publications, including Politico, Bloomberg Law, STAT News, Modern Healthcare, Axios, Medscape, National Journal, Healthcare Dive, Forbes, Fierce Healthcare, Newsweek and CQ Roll Call.

Prior to joining Holland & Knight, Mr. Davis was a senior director at a global law firm, where he focused on health policy and regulatory affairs.
