Overview

Noah DeWitt is an attorney in Holland & Knight's Newport Beach office and a member of the West Coast Land Use and Environmental Group. Mr. DeWitt focuses his practice on securing land use entitlements for property owners and developers, with a focus on projects in California.

Mr. DeWitt represents clients in obtaining entitlements across a broad range of project types, including residential, retail, commercial, industrial, energy and transportation developments. He brings experience and knowledge of the local, state and federal regulatory frameworks that shape land use approvals, including the California Environmental Quality Act (CEQA), California Coastal Act, Subdivision Map Act and federal environmental compliance requirements. Mr. DeWitt's residential entitlement practice utilizes California's housing laws, including the Housing Accountability Act (HAA), Permit Streamlining Act, State Density Bonus Law and various streamlining processes.

Mr. DeWitt also maintains an active litigation practice, where he defends residential, commercial and infrastructure entitlements against legal challenges. Additionally, he pursues strategic and cost-effective litigation on behalf of developers and property owners to enforce compliance with local land use requirements, California housing laws and state statutory streamlining provisions.

Prior to joining Holland & Knight, Mr. DeWitt was an attorney at a national law firm in its Irvine, California, office.

While in law school, he served on the editorial board of the Pepperdine Law Review and as a research assistant to property and land use law professor Shelley R. Saxer.
