Overview

Kara L. Fischer is a Washington, D.C., attorney and a member of Holland & Knight's Public Policy & Regulation Group. Ms. Fischer focuses her practice on advising organizations as they navigate high-stakes policy and regulatory issues at the intersection of transportation, innovation and emerging technology.

With more than 15 years of experience supporting Cabinet officials, U.S. senators and agency leadership, Ms. Fischer brings deep experience building bipartisan coalitions, managing public-private partnerships and advancing enterprise-level initiatives. Her background spans legislative strategy, regulatory engagement, investigations and litigation, as well as crisis and risk management for complex operational environments.

Prior to joining Holland & Knight, Ms. Fischer served as deputy chief of staff and principal deputy assistant secretary for governmental affairs to the U.S. Department of Transportation (DOT) secretary, overseeing policy and operations of the department and managing relationships with the U.S. Congress, White House, state and local officials, and industry stakeholders.

Previously, Ms. Fischer held senior roles on the U.S. Senate Committee on Commerce, Science and Transportation, where she worked with members of Congress and industry stakeholders to negotiate and pass major economic and innovation investment legislation, including the Infrastructure Investment and Jobs Act (IIJA) and COVID-19 relief bills. She also served as a senior trial attorney and policy advisor at the National Highway Traffic Safety Administration (NHTSA), handling high-profile litigation, investigations and regulatory initiatives.

In addition to her legal practice, Ms. Fischer served as an adjunct professor at the American University, Washington College of Law, where she taught a course on pretrial litigation.

  • Advised Cabinet-level and agency leadership on enterprise priorities, operational planning and cross-functional execution tied to a large-scale infrastructure and innovation agenda
  • Led coordinated engagement strategies with the U.S. Congress, White House, state and local officials, and external stakeholders to support implementation of federal priorities
  • Managed confirmation process and strategy for Cabinet-level and agency nominees and prepared leadership for congressional engagement
  • Led high-profile litigation, investigations and regulatory initiatives involving safety, innovation and public-private partnerships, including enforcement and risk alignment work
  • Oversaw intergovernmental compliance and risk management operations, including internal audits and investigations
  • Led project delivery award and acceleration efforts to deliver grant funding to states and cities
  • Counseled clients on oversight and investigations involving supply chain resilience, competition, labor negotiations and compliance failures, with experience in change management and internal risk analysis

  • Directed legislative, oversight and strategic planning portfolios across transportation, innovation, privacy, telecommunications, manufacturing and emerging technology for a U.S. Senate committee
  • Advised and briefed members of Congress and Senate leadership on legislative strategy, risk management and policy development
  • Led the negotiation and passage of major economic recovery and innovation investment bills
  • Built bipartisan coalitions and partnerships with strategic stakeholders to advance legislation and shape public policy

  • Established a public-private partnership data-sharing initiative on advanced driving technologies
  • Oversaw the global recall of 67 million defective airbags, working with automotive manufacturers to engage in enhanced outreach initiatives
  • Managed an Independent Monitor team providing global oversight of manufacturers, developing and assessing internal compliance programs and quality assurance processes
  • Served as the U.S. representative in trade discussions regarding automotive imports
  • Represented a government agency in stakeholder negotiations, national coalitions and public-facing engagements
