Overview

Susannah Gilmore is a government contracts litigation attorney in Holland & Knight's Washington, D.C., office who focuses on federal leasing.

Prior to joining Holland & Knight, Ms. Gilmore worked as a leasing analyst at the U.S. General Services Administration (GSA), where she implemented leasing policy, maintained standard federal lease (L100) and Request for Lease Proposal (R100) templates, and conducted industry outreach on proposed leasing changes.

Additionally, Ms. Gilmore was a rulemaking paralegal at the U.S. Department of Justice (DOJ). In this role, she supported the implementation of Executive Order 14117, Preventing Access to Americans' Bulk Sensitive Personal Data and United States Government-Related Data by Countries of Concern (later codified as 28 C.F.R. Part 202), by developing the proposed rule on data security, coordinating the interagency review process and building program elements to support the final regulation.

While in law school, Ms. Gilmore served as executive editor of the Maryland Journal of Health Care Law and Policy and as vice president of the international moot court team. Ms. Gilmore also previously worked as a criminal law research assistant.
