Overview
Adena T. Goza is a project finance attorney in Holland & Knight's Washington, D.C., office. Ms. Goza advises on complex federal credit transactions, legislative strategy and regulatory matters at the intersection of government and the energy economy.
Drawing on nearly a decade with the U.S. Department of Energy (DOE), including serving as acting deputy chief counsel for DOE's Office of Energy Dominance Financing (formerly the Loan Programs Office), Ms. Goza counsels sponsors and investors on Title XVII loan guarantees and the Advanced Technology Vehicles Manufacturing (ATVM) program, as well as related policy, appropriations and oversight. Her experience spans electric vehicle supply chains, critical minerals and large‑scale energy and industrial projects.
Ms. Goza helps clients navigate the federal assistance processes end to end – from structuring and diligence through documentation, closing and portfolio management – with an emphasis on risk, timing and stakeholder alignment. She partners closely with multidisciplinary teams to translate policy shifts into executable financing strategies that withstand legal, political and commercial scrutiny.
Prior to her time with the DOE, Ms. Goza worked for international law firms in New York, supporting transactional, corporate and private equity matters.

Representative Experience
- Represented the U.S. Department of Energy (DOE) as in-house counsel on a $6.5 billion direct loan to an electric vehicle (EV) manufacturer to support the construction of a new facility in Georgia
- Represented DOE as in-house counsel on a $2.3 billion direct loan to a mining and processing company for the construction of a lithium processing facility in Nevada
- Represented DOE as in-house counsel on a $7.5 billion direct loan to an energy storage provider to help finance battery manufacturing plants in Indiana
- Represented DOE as in-house counsel on a $475 million direct loan to help finance the construction of first-of-its-kind lithium ion battery resource recovery facility in Greece, New York
- Represented DOE as in-house counsel on a $2.5 billion direct loan a to battery storage provider to help finance the construction of battery manufacturing facilities in Ohio, Tennessee and Michigan
- Represented DOE as in-house counsel on a $1.45 billion loan guarantee to help finance a fully integrated silicon-based solar manufacturing facility in Cartersville, Georgia
