Overview

Ashleigh T. Higgs is an international trade attorney in Holland & Knight's Washington, D.C., office. Ms. Higgs focuses her practice on transactional and regulatory compliance matters in the areas of maritime, transportation and international trade.

Ms. Higgs is particularly experienced in administrative proceedings under the U.S. Shipping Act before the Federal Maritime Commission (FMC). She engages with maritime industry scholarship by contributing articles to the firm's The Commission: The Essential Blog on the FMC.

In addition, Ms. Higgs has an active pro bono practice and focuses on immigration law. She has knowledge of the Violence Against Women Act (VAWA), along with U and T visa applications, and she has assisted on pro bono matters related to asylum.

While in law school, Ms. Higgs worked for the FMC's Office of Administrative Law Judges under the Honorable Chief Administrative Law Judge Erin M. Wirth during the unprecedented 2020-2021 disruption to the supply chain. She also interned with a nonprofit organization and advocated on behalf of merchant mariners and seafarers in the wake of the COVID-19 pandemic. In addition, Ms. Higgs served as an extern under the Honorable Nannette Jolivette Brown of the U.S. District Court for the Eastern District of Louisiana.
