Overview

Manny Levitt is a trade attorney in Holland & Knight's Washington, D.C., office and a member of the International Trade Group. Mr. Levitt helps clients in a range of industries navigate complex international trade laws and regulations related to economic sanctions, export controls, customs and foreign investment. The clients he has worked with operate in diverse industries and geographies, including maritime shipping, oil and gas, aviation, logistics medical technology, defense, pharmaceuticals, personal care products, industrial machinery, finance, chemicals, construction, consumer electronics, e-commerce, software, automotive, clothing and apparel, higher education, mining, semiconductors, manufacturing and robotics.

Mr. Levitt's work related to export controls – including the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), as well as economic sanctions – has involved interfacing on behalf of U.S. and foreign companies and individuals before the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC), U.S. Department of Commerce's Bureau of Industry and Security (BIS) and U.S. Department of State's Directorate of Defense Trade Controls (DDTC). Mr. Levitt has significant experience conducting risk assessments and pre-transaction due diligence, designing sanctions and export controls compliance programs, obtaining licenses, conducting jurisdiction and export control classifications, managing government and internal investigations, submitting voluntary self-disclosures, securing agency guidance and resolving sanctions and export controls enforcement proceedings. In accordance with U.S. laws and regulations, Mr. Levitt also counsels clients in sanctions delisting proceedings and export denial order appeals.

With respect to customs, Mr. Levitt has helped importers solve difficult supply chain due diligence challenges, including interfacing with the U.S. Customs and Border Protection (CBP), to address import detentions made under the Uyghur Forced Labor Prevention Act (UFLPA) and Withhold Release Orders (WROs). He also regularly advises on a broad range of customs compliance issues, including country-of-origin determinations and tariff classifications, and has helped companies with customs protests and duty drawbacks.

In addition, Mr. Levitt advises companies and investors on the laws and regulations administered by the Committee on Foreign Investment in the United States (CFIUS), including on declaration and notice requirements and related compliance risks. He also assists in arbitration and cross-border litigation matters that revolve around sanctions and export controls issues.

Prior to joining Holland & Knight, Mr. Levitt was an attorney at a Washington, D.C.-based law firm, where his work focused on international trade matters. Before that, he practiced primarily in international trade and regulatory investigations at the Washington, D.C., office of an Am Law 100 law firm and an AmLaw 25 law firm. Previously, Mr. Levitt worked at geopolitical consulting firms and a boutique regulatory law firm in Washington, D.C., and Beijing.
