Overview

Carly Sincavitch is a senior public affairs advisor in Holland & Knight's Washington, D.C., office and a member of the Federal Government Affairs Practice. Ms. Sincavitch brings extensive Capitol Hill experience and a deep understanding of the legislative process, with particular knowledge in technology, energy, critical minerals and emerging policy issues shaping strategic industries.

Prior to joining Holland & Knight, Ms. Sincavitch served as the legislative director and senior advisor for a senior member of the California congressional delegation. In this role, she managed the legislative portfolio, including work before the U.S. House of Representatives Committee on Homeland Security and Committee on the Judiciary, as well as advised on a broad range of policy matters, including energy, healthcare, trade, defense and transportation issues.

Additionally, Ms. Sincavitch led the Critical Minerals Caucus in the U.S. Congress, working with members and stakeholders to advance policies focused on strengthening U.S. critical mineral supply chains, domestic production, and national economic and security interests. She helped secure significant wins in landmark pieces of legislation such as the Federal Aviation Administration (FAA) Reauthorization Act of 2024 and annual appropriations legislation. Ms. Sincavitch also played a key role in the congressionally directed spending process, where she helped entities in California secure tens of millions of dollars in direct federal appropriations.

Ms. Sincavitch's experience additionally includes advising a gubernatorial campaign, providing strategic counsel on policy and political matters, and navigating complex state and federal political environments.
