West Coast Land Use and Environment attorney Daniel Golub will be a featured panelist during a hearing hosted by the California State Assembly Committee on Housing and Community Development. The hearing is part of California Speaker of the Assembly Robert Rivas' "Outcomes Review" project, in which lawmakers will assess laws previously enacted and identify ways to improve their implementation and enhance their overall impact on Californians. Mr. Golub will join a panel focused on Assembly Bill (AB) 2011, the Affordable Housing and High Road Jobs Act of 2022, which created a streamlined ministerial approval pathway for multifamily housing developments on commercially zoned property. It also made this process exempt from California Environmental Quality Act (CEQA) review. Mr. Golub, who published a Holland & Knight alert on the law after it passed, will share his perspective on what is – and is not – working and how legislators can augment its efficacy.
