Financial Services attorney Danielle Reyes will present at the Texas Society of CPAs' (TXCPA) 2026 DFW Expo, a two-day program providing a comprehensive learning space for professionals in the federal tax and financial institutions sectors. Danielle's session forms part of the financial institutions track, and she will focus on two areas of regulatory and legal significance: corporate sustainability reporting and state law preemption and interest rate exportation. She will describe the evolution of corporate sustainability reporting requirements, including the International Sustainability Standards Board's IFRS S1 and S2 standards, California's mandatory climate disclosure laws and New York's proposed parallel legislation. She will additionally address the scope and applicability of these obligations and differentiate the chief sustainability assurance standards. Moving onto preemption, she will outline the structure of the U.S. dual banking system and detail how preemption and interest rate exportation work under federal law, in particular the Office of the Comptroller of the Currency's (OCC) recent preemption determinations for an Illinois statute and state interest-on-escrow bills, along with assessing pending state legislation and related federal agency actions. Overall, the presentation will explore the tension between state regulatory authority and federal uniformity across both corporate sustainability disclosure and banking regulation.
