The Florida Supreme Court recently addressed the constitutionality of a challenged statue that delegated authority to the Florida Public Service Commission to adopt alternative mechanisms for investor-owned electric utilities and to recover their costs of developing nuclear power plant projects. This article gives background on the statue and summarizes the Court's ruling.
