Energy Partner Dane McKaughan published an article in the Texas Bar Journal discussing three bills passed by the Texas Legislature that aim to address the causes of blackouts during Winter Storm Uri and the financial damage the storm left behind. The Legislature identified three general reasons for the outages, and one of the bills seeks to encompass these lessons. Among other actions, it created the Texas Energy Reliability Council and tasked it with ensuring energy and electric needs are met across the state as well as identifying the necessary infrastructure and "weatherization" processes needed to carry out that mission. The other two bills are focused on mitigating financial losses by companies, creating securitization opportunities for both co-ops and other elements of the market.
