Questions Clarified on Meeting the Targets Established for Single-Use Plastic Producers
Environmental attorney Olga Ortega authored an article for Lexir on Colombia's tighter rules for packaging, containers and single-use plastics under extended producer responsibility (EPR), driven by Resolutions 1407 of 2018, 1342 of 2020 and 803 of 2024. She explains that enforcement has exposed gaps in how companies measure and prove compliance, which the National Environmental Licensing Authority (ANLA) addressed in its October 2025 guidance on environmental management plans. Focusing on polyethylene terephthalate (PET) bottles, Ms. Ortega notes that recycled content targets are verified by total mass (tons) of PET placed on the market, supported by mass-balance certificates to ensure traceability. She also highlights ANLA's clarification for new producers: The base year is the first full fiscal year in which products enter the Colombian market.
