With New Job, Phillips Reflects on FERC Tenure, Transmission Reform

Energy regulatory attorney Willie Phillips was highlighted in a recent RTO Insider article after leaving the public sector to join Holland & Knight's Public Policy & Regulation team. As former FERC chairman, Mr. Phillips detailed the biggest reforms of his tenure, focusing on Order 1920 related to regional transmission planning and cost allocation, which is currently on appeal at the 4th Circuit Court of Appeals. He believes similar reforms are needed to ensure the United States has the energy it needs.

"We’ve seen more change in the past decade in our industry than we have in the previous 50 years,” Mr. Phillips said. “If everything is changing in the industry, then you also have to take a look at regulation to see what changes need to be made. Industry is moving fast. Innovation is moving fast.”
