Drawing on his experience as former IRS Chief Counsel, Mr. Garber noted that matters are often left "hanging in the balance" when experienced agents depart and cases must be reassigned, raising the risk of delays and issues getting lost in the system. He also warned that shrinking resources for specialized audit units may embolden some taxpayers and lead to decreased compliance and revenue collections.
"There are people who take aggressive positions or unmerited positions at all levels of income, but in terms of the damage it causes to the government, it's going to skew toward higher income," he said.
