Florida Water Utilities Face State Revolving Fund Cutbacks

Public finance attorney Michael Wiener was cited in a Bond Buyer article about the challenges facing Florida water utilities and cooperatives in light of cuts to state revolving funds (SRFs). He explained that a change in federal appropriations for SRFs – the expiration of a funding stream from the Infrastructure Investment and Jobs Act (IIJA) on October 1, 2026 – means there will be less capital available to finance these loans. In addition, he reported that the increase in interest rates has made federal Water Infrastructure Finance and Innovation Act loans less affordable, adding to the financial strain on Florida utilities and infrastructure developers. Other state utilities are facing similar situations, reflecting a nationwide trend of a lack of investment in public infrastructure and amplified risks for negative credit pressure.
