Overview
Franklin Muñoz is an attorney in Holland & Knight's Los Angeles office and a member of the firm's West Coast Land Use and Environmental Group. Mr. Muñoz represents public agencies and private clients in litigation involving California housing, land use and environmental law.
Mr. Muñoz also focuses on entitlement applications and appeals, compliance with the California Environmental Quality Act (CEQA) and development project due diligence.
Prior to joining Holland & Knight, Mr. Muñoz served as a deputy city attorney for the City of Los Angeles, where he worked on litigation matters involving the California Public Records Act, planning and zoning law and CEQA.
Previously, Mr. Muñoz worked as a litigation attorney at an international law firm, where his representative matters included False Claims Act (FCA) investigations and state-level healthcare administrative appeals on behalf of public agencies, as well as commercial contract and tort actions on behalf of Fortune 100 and Fortune 500 clients.
While in law school, Mr. Muñoz was an active clinical student at the East Bay Community Law Center, where he defended clients facing eviction actions and supported policy initiatives in the areas of affordable housing production and community economic development. He also clerked for the Oakland City Attorney's Office, San Francisco City Attorney's Office and California Attorney General's Office, where he gained experience in the areas of civil rights litigation, enforcement of local building and safety codes and California's unfair competition law (UCL).
