Overview

César Murillo is an attorney in Holland & Knight's Mexico City office. With more than 20 years of experience, Mr. Murillo focuses his practice in the areas of environmental, sustainability, administrative and energy law. His background includes roles in the private, international, diplomatic, academic and government sectors.

Mr. Murillo's work includes focusing on risk analysis, compliance, financing and sustainability of projects with environmental impact and the integration of environmental, social and governance (ESG) principles to strengthen the communication between authorities and community, as well as for new investments or company projects. He has actively participated in the design and planning of technical regulations, as well as managed administrative processes initiated by various environmental authorities at federal, state and municipal levels, applying agreements, official standards and Mexican standards, along with federal, state and municipal legislation and regulations.

Mr. Murillo has extensive experience analyzing regulations related to clean technologies, climate change project financing and chemical management. He also focuses on improving productive planning, preventing environmental risks and linking investment projects to local community benefits.

In the government sector, Mr. Murillo gained significant experience in environmental policy design and regulation at the Mexican Ministry of Environment and Natural Resources (SEMARNAT), serving in different positions within the Undersecretary of Management for Environmental Protection. He also collaborated with the Mexican Embassy in Washington, D.C., on environmental issues and participated in the negotiations of the annex on chemicals in the United States-Mexico-Canada Agreement (USMCA) and was a technical collaborator in matters related to the environmental chapter of the same treaty. Mr. Murillo has also participated in various United Nations conventions on environmental matters such as Stockholm, Rotterdam, Basel and Minamata Conventions, as well as collaborated with the World Bank and U.S. Forest Service.

Additionally, Mr. Murillo taught sustainability, international and Mexican law for 12 years at several major institutions, including National Autonomous University of Mexico, Anáhuac University, Panamericana University and Autonomous Technological Institute of Mexico.
