Robby Phillips

Overview
Robby Phillips is a public affairs advisor in Holland & Knight's Washington, D.C., office and a member of the Public Policy & Regulation Group. Mr. Phillips focuses his practice on policy issues related to renewable energy, technology commercialization, industrial decarbonization and climate change.
Mr. Phillips helps clients navigate federal funding and financing programs at the U.S. Department of Energy (DOE). He guides clients through the federal policymaking process and advises small and large businesses on the material impact of federal policies.
Prior to joining Holland & Knight, Mr. Phillips was a congressional liaison in the DOE's Office of Congressional and Intergovernmental Affairs, where he gained valuable insight into the federal legislative and appropriations processes and a broad range of DOE programs, including the Loan Programs Office (LPO) and the Office of Energy Efficiency and Renewable Energy (EERE).
At DOE, Mr. Phillips also served as an Oak Ridge Institute for Science and Education (ORISE) Fellow in the Office of State and Community Energy Programs (SCEP), developing guidance and technical assistance to support state and local governments with implementing Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA) grants.
