Overview

Matthew P. Satterley is a senior policy advisor in Holland & Knight's Washington, D.C., office and a member of the Public Policy & Regulation Group. Mr. Satterley focuses his practice on federal and international policy in the aviation and aerospace industry, particularly related to drones and other unmanned aircraft systems (UAS), as well as emerging transportation technologies.

Mr. Satterley is highly experienced in managing U.S. federal policy efforts to design and execute congressional and executive advocacy strategies. He supported the creation of the first unmanned aircraft system traffic management (UTM) implementation in the U.S. across years of key government and industry programs, including the Federal Aviation Administration's (FAA) Low Altitude Authorization and Notification Capability (LAANC), UAS Integration Pilot Program and UTM Pilot Program. He has also advised on policies abroad, including emerging UTM programs in Australia, Finland, France, Ireland, Switzerland and the United Kingdom.

In addition to his policy work, Mr. Satterley has served in board and leadership roles across multiple drone working groups, including the FAA's Remote Identification and Tracking Aviation Rulemaking Committee (ARC) and Drone Advisory Committee (DAC), to support drone integration in the National Airspace System. He also holds a Remote Pilot Certificate.

Prior to joining Holland & Knight, Mr. Satterley led government relations for a company that develops a drone delivery system and UTM systems, where he oversaw corporate policy initiatives, directed U.S. federal advocacy and helped define new air traffic management paradigms for drone operations in the U.S. and Europe. He paved the way for launches of uncrewed operations in six countries and engaged with political, policy and regulatory stakeholders across three continents. Additionally, he previously served as head of federal policy and government affairs for a startup emerging transportation technology company.

Mr. Satterley served as deputy chief of staff and legislative director for U.S. Rep. Frank A. LoBiondo (R-N.J.) on Capitol Hill, where he interpreted and drafted legislative proposals in support of the U.S. House of Representatives Committee on Transportation's Subcommittee on Aviation. He also assisted in the offices of Reps. Ann Marie Buerkle (R-N.Y.), Connie Mack (R-Fla.) and John McHugh (R-N.Y.).
